Why is it harder to ratify an amendment than to propose it?

    It is harder to ratify an amendment than to propose it because to propose an amendment takes less votes and to ratify an amendment takes more votes.

    It takes 3/4 of state legislatures to ratify an amendment and 2/3 to propose an amendment.
