What was the "bread and circuses" policy, and how did Roman politicians benefit from it?

    It was basically a policy that provided free wheat to citizens and also entertained the citizens with free circuses, like the gladiator events. They benefited because it kept the people happy and thus kept the politicians in the people's good graces.
