Peace with Indians and cheap land available.

The War of 1812 settled some of the fighting happening on the US's western edges with Native American tribes. These tribes sided with Britain in the War of 1812 and allowed for some peace to be created in the Ohio Valley.

Once the land was safer and opened up, land was sold cheaply allowing many people to move into the current states of Ohio, Indiana, and Illinois.
