    Autocratic - - that was the leadership style of Qin Shi Huangdi.

    "Qin Shi Huangdi" translates as "First Emperor of Qin." It was the title taken by Ying Zheng, who became king of the western Chinese state of Qin, when he and the Qin conquered the other states of China and established the first unified Chinese empire. Qin Shi Huangdi ruled from 220 to 210 BC. His authoritarian, autocratic style was what enabled him to take and hold power over the other warring states that the Qin had subdued.

    He created a strong central government run by him that ended the struggles of the nobles and placed government officials in countries. He was the highest authority and everything had to be as he decreed and there were no parties or liberalism involved at all.
