What did you learn about President Carter's relations with Congress?

They had a terrible relationship. Carter was known for criticizing the democratic led congress many times before his presidency, and he kept doing it when he became the president. The congress responded by not passing most of his bills, and their relations deteriorated without anyone accomplishing anything.
