The President by himself can overwhelm several Senators. In fact I think I've heard that the President can take out up to 10 Senators at one time. Especially when he uses his concentrated Special Executive powers.
However when all the Senators combine to Form the Super Mecha-Senazoid monster they provide a formidable opponent against the President. However the President still has the Cabinet Weapon to use but the Senators can join with the House and form the Ultimate Congrozoid Mecha-Supreme which can definitely defeat the President no matter what weapons he wields.
