    When New Mexico, California, and Arizona were acquired, Congress was in a dispute over: Slavery

    Back then, they already determined which states were allowed to conduct slavery and which states don't.

    As soon as the United States acquire these 3 states, the Congress started to fight over whether slavery should be legal in these 3 states or not.
