Why has the us moved from dual federalism to cooperative federalism?

    That is because dual federalism is a system in which the state laws have the same power as the federation laws and they make the legislative system together. This can result in the states making slavery laws legal and the federation not being able to fight against it. This way they can work together in making laws instead of working as they want.
