    Nobles were becoming economically challenged by declining agricultural revenues Reliance upon the Bishops for the government was fast becoming a necessity, since the lay nobility of the kingdoms had ceased to be co-operative and trustworthy. And when it was made more and more systematic use of the Bishops to provide kingdoms with a firm basis of authority, it was no longer out of convenience but from dire need.
