Why was the form of government in Poland such a difficult issue to resolve

After 1989 it was difficult issue to resovle a form of govermmnet should it be parlimentary-cabinet or presidential republic because before 1997 constitution whole govern system was based on that coined in 1989 in agreement with communist aprty, for whole 8 years there was no decisive conclussion which system to choose so finally since 1997 Polish system is compromise between this two where president of council of ministers (premier) and president of the republic share power PM and cabinet has 2/3 president 1/3 president is also choose by popular vote
