    Lincoln believed that emancipation must be coupled with the appropriation of funds to be used for the recolonization of freed slaves, back to their country of origin, be it Africa, the West Indies or South America. The idea behind funding colonization would be to give emancipated slaves a stepping stone up to self autonomy.
