    If you are referring to the period of Commodore Perry, then they were highly unsatisfied. They were called the evil men because of how they and their ships looked. They wanted them expelled but they could do nothing about it because the people enjoyed the money that was coming into the country through trading. The shogun thus started losing power and eventually the shogunate ended and Japan became a centralized monarchy.
