Why did Osama Bin Laden form al Qaeda in the late 1990s

It's partially because after Charlie Wilson and the CIA gave the Afghani rebels weapons to fight the Soviet and they won the Cold War, they failed to rebuild the government of Afghanistan. There's more to it but that's what I know.
