In the movie, Thirteen Days, why is the word "quarantine" used instead of blockade?

    Kennedy wanted to avoid starting a war, and establishing a blokade is considered an act of war. The quarantine simply stopped ships coming into Cuban waters to inspect for weapons. This would stop the Soviets from setting up missiles in Cuba without forcing them into a declaration of war.
