    The Answer is B) transportation plans were already in place. The Wannsee Conference (1942) was a special meeting of high ranking government personnel in Nazi Germany. The purpose of the meeting was ensure full on cooperation of all different divisions and departments in the government for the execution of the mass murder of Jews through the Final Solution.

    Railway authorities were not present because in September 1941, Hitler had already gave permission and direction for the transportation and movement of German and Western Jews to be transported eastward during the start of the Final Solution. It wasn't until after the Wannsee conference were Jewish people transported east systematically.
