The House of Representatives shall be composed of Members chosen every second Year by the People of the several States.     The passage from the U. S. Constitution that reflects the principle of popular sovereignty is " The House of Representatives shall be composed of Members chosen every second Year by the People of the several States." This shows that the people are ultimately their own rulers.
