    The purpose of the Kansas - Nebraska Act was to decide on whether or not the state should be free or slave by popular sovereignty with the average person voting on the decision when the territory applied for statehood. Which destroyed the Compromise of 1825 created by Henry Clay and brought the United States another step closer to Civil War.
