    Explanation:

    The natural rights refer to the right of buying property, freedom of speech, freedom of expression, and other rights which makes an individual feel safe and secure in every sphere of life.

    Social contract refers to the central government which enforces these rights, along with state government which allows independence to each state.

    The state government prevails over the individuals. In case both central and state government do not agree with each other's legislation, the amendment contains situations where central legislation applies and where state government prevails.
