The three issues that dominates the 1928 campaign is religion, prohibition and race.
Explanation:
The election for the post of the president in the United States of America was between Smith and Hoover. This was one of the most controversial presidential elections in the history of the country. There were certain issues which were raised during this election.
Those issues were about religion, about racial discrimination and the prohibition. Smith was against this prohibition and Hoover said that he will let it to be continued if he comes to power and is elected as the president.
