Why is the president asking Congress for a Declaration of War? 1, Japan attacked China, and that action threatened our nation. 2, Japan attacked Pearl Harbor and threatened the life and safety of our nation. 3, Japan and the United States were already at war, so Congress needed to approve it. 4, Japan was attacked by the United States, so now Roosevelt needed to agree to war.

    Franklin Roosevelt declared war on the Empire of Japan on the 9 December 1941, which was approved by the US congress, due to the attack from Japan on Pearl Harbour the previous.

    The Empire of Japan declared war on the US an hour before Roosevelt speech but took long due to problems of decoding the message. Japans allies Germany and Italy declared war on USA as well. The declaration of war by Japan was only sent after the Pearl Harbour attacks which later was declared a war crime
