In other words, it is a political system in which the functions of the government are distributed among a group of associated states, first, which then delegate powers to a central federal state. A federal system is decentralized, that is to say, that there is both a central government and lower-than-central government units, each making decisions regarding the provision of certain public services in their respective geographic jurisdictions.
