This clause refers to that found in Article IV, Section 2 of the U. S. Constitution that states the following: The Citizens of each State shall be entitled to all Privileges and Immunities of Citizens in the several States. This clause, then, deals with shared rights for citizens: it regulates how a state must treat citizens of other states, it requires state governments to protect the fundamental rights of citizens of other states, and, thus, it prevents a state from discriminating those citizens.
