There are two main reasons for it. Firstly, there was significant turmoil and contradictions in German domestic politics; additionally, the new German authorities had to deal with huge social and economic problems. Secondly, France and Britain were opposed to the treaty concluded by the two outcasts of contemporary Europe, Germany and the Soviet Union, to try to undermine diplomatic isolation after WWI. The French occupied the Ruhr in 1923, which had a serious impact on the German economy.
