Answer: Germany finally entered elite club of colonial powers. At that time society, history and international relations were viewed from Darwinist perspective, there was also a widely shared belief in decadence of latin nations. Germany was finally unified (1871) after the victory in the Franco-Prussian war and the same year German chanceller Bismarck proclaimed Second German Reich. It was supposed to be a beginning of German overseas imperialism and preponderance in Europe. At the conference (took place in 1880s) Germany acquired some territories in equatorial, eastern and western Africa. First World War was supposed to be (in the perspective of Wilhelmian political strategy) another victory and step to world domination.
