    Explanation:

    In government, comissions refers to the authority given to individuals which stated that they are obligated to fulfill a certain duty.

    In the past, members of the government office need to receive these omissions from the secretary of state before they are able to conduct their duties.

    But in 1800s, Jefferson ordered Madison not to deliver Comissions on a couple of people from other party. He wanted to reduce the influence of the opposing party by preventing their candidates to take office.

    Thomas Jefferson became the president in March 1801. After becoming the president, Thomas Jefferson learnt about the intentions of Adam to fill the court with federalist judges.

    Thomas Jefferson believed that the commissions were not void because they were not delivered on time. Hence, he ordered Madison to not deliver the commissions. The court however considered this decision to be illegal.
