Why would the 17 amendment be considered a reform? How would it benefit the people?

    The Seventeenth Amendment altered the process for electing United States senators and changed the way vacancies would be filled. Originally, the Constitution required state legislatures to fill Senate vacancies ... With direct election, each vote represented equally, the Democrats retained control of the Senate.
