A first time case

Explanation:

The appellate courts of US federal courts are called courts of appeals. They were first created in 1891. Now their numbers have increased to thirteen. Appellate courts decides the appeals of district courts from its federal judicial circuit. They also hear cases from some administrative agencies.

The rulings of court of appeals can be challenged in US. The court of appeals hears the appeals from district courts in patent cases and other specialised matters, appeals from specialised trial courts such as Court of Federal Claims and Court of International Trade.

Some jurisdictions also have specialised appellate courts e. g Texas Court of Criminal Appeals. The criminal cases can be appealed on legal grounds. Although these courts do not hear new evidence of retry cases. First time cases are not heard by appellate court, it only hears the cases that have been heard in a lower court.
