Fascism."

    I believe a good answer for this would be the third one, "the ideology of fascism in Italy".

    The passage explains basically how Fascism was meant to work within a country.

    For example, the sentence " The Fascist State organises the nation, but it leaves sufficient scope for individuals; it has limited useless or harmful liberties and has preserved those that are essential."

    Just looking at this sentence should tell you the answer to your question.
