    Answer: having the capability of being able to work numerous amount of jobs.

    Homes were not available to wars or invasion.

    Provinces were free to prosper, produce and thrive.

    Most of then did.

    Good roads and the Mediterranean Sea connected the Roman Empire.

    It enhanced trade, commerce, learning, communication and governance.
