If a state or country has a totalitarian government, that means that the government controls every aspect of citizens lives. They will control all public occurrence and behaviors, along with try to control as much of private affairs as they can.

Nazi Germany and communist Soviet Union used a totalitarian government. There are lots of possible reasons for this. It makes citizens conditioned to not think for themselves and will keep them in check and to keep society as the dictators want it.
