Congress passed civil rights laws, but President refused to enforce

Because Southern states would not have ratified Constitution if it abolished slavery. In the Preamble to the Constitution, six goals are stated. Our Founding Fathers hoped that our country would form a more perfect Union, establish Justice, insure domestic Tranquility, provide for common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity.
