    The British never opposed slavery in the United States or any other of their colonies, they were very in favor of it and supported it because they knew that slaves were needed to keep the profits for the crown high. So thr answer to the policy that was not one of the British Government and that led to the declaration of independence would be outlawing slavery in the southern colonies.
