In 1869 the South Carolina Land Commission was created to encourage landownership among poor blacks. Francis L. Cardozo was elected as Secretary of State in 1868. However, Organizations such as the Ku Klux Klan were active in the state and they beat hundreds of victims and murdered many public figures at this time such as Solomon Dill and James Martin. Between 1868 and 1871 South Carolina Republicans were subjected to terror.
