Factory owners wanted to maximize profits.

O Laws were not in place to protect workers.

There was too much work and too few workers.

    Laws were not in place to protect workers.

    Explanation:

    Without these laws, Factory owners were more interested in making profits than concerning themselves with work conditions. But with laws they would be forced to create a safe work environment.
