Answer: When Rwanda seeked independance from the Belgians, the Belgians let the Hutus, who constituted the majority of Rwanda's population, be in charge of the new government. This upset the Tutsi. In terms of nationalism, the nation-state of Rwanda was breaking up and the nationalists were aswell.
