    Explanation:

    Germany sent a telegram to to the German Ambassador to mexico Heinrich von Eckardt. Wanting to open diplomatic talks to convince the Mexican government to attack the United States. In exchange for territories lost in the Mexican-American war. This telegram is commonly known as the zimmerman telegram. But luckily Mexico rejected the offer and stayed as a neutral country in WWI.
