Corruption. power creates dictators. for example there is an old term that referred to a byzantine emperor which was "autocrat" it basically meant someone who ruled by themselves and only themselves. they had no royal court to make decisions for them nor a vice emperor (vice president basically). No limit to power gives an individual chaotic ability to do anything w/o consequence.
