El federalismo es un sistema de gobierno en un territorio donde existe una división del poder político entre las autoridades centrales con sede en la capital y las autoridades de las unidades administrativas y territoriales inferiores, que pueden tener diferentes nombres (estado, estado federal, cantón, provincia, etc.). Si bien el gobierno federal central se reserva competencias nacionales decisivas, como el derecho a administrar el sistema monetario o tomar decisiones de política exterior, las unidades subordinadas a menudo tienen una autonomía política significativa (por ejemplo, en materia de educación, atención médica, instalaciones sociales, infraestructura vial, etc.).
En los Estados Unidos, el principal impulsor del federalismo fue Alexander Hamilton, quien creía en la existencia de un gobierno central fuerte frente al de los estados en forma individual.
