    Germany and Great Britain

    Explanation:

At the end of the 19th century, there were several countries in Europe that were very powerful, some more than others, and some being on the downfall, while others were propelling themselves as strong countries. The two most powerful in this period seem to have been Germany and Great Britain.

Germany, under the leadership of Otto fon Bismark, propelled itself as a strong country after it unified. Even thought he country didn't had a global empire as some other countries, when it come to one on one military conflict it was more than able to take down the other countries.

Great Britain, on the other side, for several centuries has been a global power, and unlike other countries, such as Spain, it was still holding on to its power. In fact, not just that it had strong military, but Great Britain had a vast empire stretching on several continents, managing to control it with relative ease.
