    Answer: The Preamble

    Explanation: The Preamble of the United States Constitution states: "We the people of the United States, in order to form a more perfect Union, establish Justice, insure domestic Tranquillity, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain ... which means a lot. I am guessing that they wanted to put it there so it sounded like that was the main idea.
