Lincoln refused to sign the bill into the law by using pocket veto. He believed that if he signs the bill it will become too hard to repair the ties with the union if the Davis Bill passed.

Republicans were quite angry and outraged with this decision but he did the right thing. The Davis Bill required 50% white males to take the loyalty oath and blacks to be given the power of vote again. White wanted to be readmitted to the union.
