Explanation: Alexander Hamilton wanted to create a new National bank and Thomas Jefferson who was then the Secretary of state opposed the proposition vehemently. He arguef that the new bank would violate states' rights, create undue competition for the state banks as well as create monopoly for the federal government.

His argument was that Congress was not given the powers to create a bank by the constitution and so the power to do so shouldn't be given to them. This came to be known as the philosophy of strict construction leading to the creation of a new political party.

Alexander Hamilton's plan for a national bank was eventually approved in 1791.
