Explanation:

President Wilson's policy of neutrality that kept U. S away from the First World War had to be broken when Germany disregarded U. S. neutrality and attacked American merchant ships repeatedly.

Therefore, President Wilson finally ordered Congress to declare war in April 1917 and entered into an alliance with Britain, France, and Russia. Wilson felt that neutrality is no longer feasible or desirable where the peace of the world was in grave danger. At this attempt, U. S proved successful and its policy of neutrality came to an end.
