The first form of democracy emerged in Athens. It was not the democracy we know today, but citizens were able to participate in a part in government. The influence of citizens in this context was reflected in the Legislature where they could vote.

When it comes to direct voting, not everyone has the right to vote. In the first place, the prohibition concerned slaves and women. Therefore, a small percentage of people in Athens were able to participate.
