    The States were worried that, if they had a strong central government controlling them, it would end up too similar to the English monarchy they had just left.

    A loose confederacy is a collection of states making up a country, but without a strong central government governing them. Each state would have its own laws that are not affected and do no affect any other state or the central government.

    The states wanted this because they feared that, if they had gone with a non-loose confederacy, they would have ended up with a central government that committed the same crimes that the British government did. They wanted to prevent this, so some wanted a loose confederacy that would guarantee each state's individual sovereignty and rights.
