You can infer that news about the government/presidency spreads quicker in 2012 than it did in 2008.

There were a lot less tweets in 2008. This means that there was less social media communication in general, including less of it in regards to the presidency. In 2012, the number of tweets are higher, meaning that the spread of communication over the media about the presidency is at a much faster and widespread rate. Because of this, more people will be able to get information about the presidency through their everyday use of social media when compared to 2008.
