    The colonists felt that the articles of the confederation were necessary because the Declaration of Independence defined a relationship between individuals and government, but did not expand the power and control of that government.

    Originally this was the layout of the government. He needed some kind of standards at that time. Due to the history of colonies with the British government, the colonists did not want another ruler to limit their independence, as they wanted the Articles of Confederation to limit the power of government and how to govern it.

    Then he wrote articles that came into force in March 1781. The articles clearly expressed the independence and sovereignty of the states. The central government was very limited.
