    True

    Explanation:

I saw another answer but there was no explanation so here.

Housing conditions and streets in cities were filthy and disgusting. Streets were unpaved and littered with trash and dead horses, and alleys were full of food waste. Most dwellings did not have indoor toilets, and the shared toilets, what they used, overflowed. These conditions were perfect for diseases to grow like cholera which contaminated water and killed thousands of people, multiple times.

but note: during the 1880s, people started working to regulate housing conditions, sanitation, sewers, and public health.

note 2: there was also dangers of fire and crime
