    Explanation:

    The Non-Intercourse Act aimed to make Britain or France lift trade restrictions, prior to this the Government had passed the Embargo Act where it stated that the american merchant ships couldn't trade with any other nation, and that crippled the american economy, so the response to the embargo act was to only forbbid trade with English and French ports until one of them lift trade restrictions with american ships.
