A: state government - traffic laws, licensing, insurance requirements are all set by state departments of transportation.

B: both. While the federal gov (Drug enforcement administration DEA) is responsible for prescription drugs, states may regulate over the counter drugs (such as pseudoephedrine by limiting quantities allowed to be purchased, and how long a prescription is valid to be filled at a state pharmacy.)

C: TV - is regulated by the Federal Communications Commission (FCC) they're in charge of decency standards and allowing or denying certain types of commercials.

D: adopting animals would be set by state (mostly local) laws and ordinances.

E: childcare permit (not 100% sure) I think would be state controlled. Subject to background check and various other checks. Unaware of any federal agency this may fall under.
